Funding Principle

Fund is granted on the basis of the principle that the project is supported mainly by the investment of enterprises, while the fund granted by the Fund is supplementary.

Main Application Procedure

According to the Chief Executive's Dispatch No. 16/2018, as amended by Chief Executive's Dispatch No. 180/2019, "Regulations on Funds Granted by the Cultural Industries Fund", the Fund provides financial support to the business projects of which the objective is consistent with that of the Fund, and four major fields - creative design, cultural performance, artwork collection, and digital media - which are considered as the key funded fields. The four major fields cover various industries which are briefly listed below:

Funding Targets

Commercial enterprises legally established and registered in Macao SAR, being a registered taxpayer at the Financial Services Bureau:
1. In case of natural person, the business owner shall be a resident of Macao SAR.
2. In case of legal person (corporation), 50% or above of the capital shall be hold by shareholder(s) who is/are resident(s) of Macao SAR.

Funding Methods, Funding Period and Amount of Grant

1. For grants in the form of interest-free loans, the beneficiaries shall provide a guarantee.
2. In general, the maximum amount of grants shall not exceed MOP 9 million.
3. The funding period can be extended once for the same or shorter period than the previous one, but the approval of extension shall be subject to the assessment of the Board of Trustees, while the approval authority is reserved for the governing body.

Main Application Procedure

The flow chart is a simplified illustration of the application procedure, which is provided to enterprises for a quick reference only, so as to easily understand the procedure. For details, please refer to the "Application Guidelines for Grants of the Cultural Development Fund".

① 1. The candidate enterprises shall submit a most recent version of the "Cultural Development Fund Project Application Form" downloaded from the website of the Fund, along with the following documentsNote1

(1) Photocopy of the identification document of the legal representative of the candidate enterpriseNote2.If the enterprise is operated by a legal person (corporation), the candidate enterprise shall also submit its commercial registration certificate issued by the Commercial and Movable Property RegistryNote3.
(2) Photocopy of the Business Tax Return Form (M1 Form)Note2or the Notification of Commencement of Business issued by the Financial Services Bureau.
(3) Documents issued by the Financial Services Bureau which certify that the candidate enterprise does not owe any debt to Macao SAR due to unsettled duties, taxes and any other unpaid sums.Note3.
(4) Photocopy of the document which certifies the latest contributions to the Social Security FundNote2, however this term does not apply to those who are not obligated to make contributions.
(5) Photocopy of the application receipts for other projects which have been submitted to the Fund and have kept the results pendingNote2.
(6) The detailed proposal and financial budget of the project for which the candidate enterprise is applying for fundsNote4.
(7) Resumes of the prominent members of the project executive team and the candidate enterprise, which illustrates its experiences in the field of cultural industriesNote4.
(8) Certificate or statement of the financial sources of the project for which the candidate enterprise is applying for funds.
(9) 9. For the application for interest-free loans, information of the assets or the guarantor utilized as a guarantee is required.
(10) A responsibility statement or other relevant documents of the project for which the candidate enterprise is applying for funds.
(11) 11. Electronic documents - in order to coordinate with the promotion of e-government, the candidate enterprise shall submit the electronic version of the documents of the application for funds saved in a compact disk. These documents include the electronic version of the "Cultural Development Fund Project Application Form", the detailed proposal of the project for which the candidate enterprise is applying for funds, and the financial budget. Scanning the electronic forms is unnecessary, filling in the pdf file is sufficient.

2. The Fund may require the candidate enterprise to show the original documents, make statements or submit other documents, reports or information which are indispensable for compiling a dossier.
3. To ensure a smooth process of the assessment, the Fund suggests the enterprise to submit a photocopy of the following documents:Note2,Note4:
Quotations regarding the budget of the project, agreements with other cooperating enterprises, licenses necessary for the relevant type of business, or other written proofs of the same function.

 


Notes:
1. All submitted application documents and information shall not be returned, regardless of whether the candidate enterprise can obtain the grants from the Fund
2. When applicants submit photocopies, the original thereof shall be shown for verification.
3. By signing an authorization letter, applicants can authorize the Fund to help refer to certain information, so that they can be exempted from submitting the relative documents.
4. The legal representative of the enterprise should put an initial on each page of the document as well as a stamp and a complete signature on the final page.

④ The Fund may require the candidate enterprise to show the original documents, make statements or submit other documents, reports or information which are indispensable for compiling a dossier

⑤ To ensure a smooth process of the assessment, the Fund encourages the enterprise to submit a photocopy of the following documents:
Quotations regarding the budget of the project, agreements with other cooperating enterprises, licenses necessary for the relevant type of business, or other written proofs of the same nature.

⑥ All submitted application documents and information shall not be returned, regardless of whether the candidate enterprise can obtain the grants from the Fund.

Statement of Objection
In accordance with the provisions of "Administrative Procedure Code", candidate enterprises can propose statements of objection in written form to the Fund within 15 days after the result of the assessment is notified.

Agreement
The candidate enterprises whose applications are approved shall sign an agreement with the Fund, under the supervision of assigned notaries.
